1. What changed, and what didn't
The single assessment framework replaced long inspection cycles with continuous evidence gathering across six categories. What has not changed is the expectation that leaders know their service honestly — what is strong, what is fragile and what is being done about it.

- • Quality statements describe what good looks like from the person's perspective
